HEC Funding Cuts - Social Media World and US

World entered into financial crisis and so did we. They increased their public spending, we reduced it. The decreased their interest rates, we increased them. Leaving all other things apart where we went our own way than the rest of the world, one thing that can’t be digested is what we did with higher education commission. On one side we see the youngsters of the world bringing social media revolution.

Facebook, Twitter, Youtube etc. all are the products of university students who thought of an idea and then converted it into entrepreneurial reality. Times have changed and now we have to get out of conventional style of doing businesses where capital was the sole important factor of production. Today is the world of human capital. Human capital development requires investment in high skill development programs like university programs, student exchange programs, PHD and masters scholarships. Only then we shall have capable minds that can think about innovation and could possibly result in technology transfer and up gradation.

Our benevolent policy makers who can distribute seventy plus ministries don’t seem to have enough funds to continue the funding of scholarships of our future professors, scholars and researchers. Looking at the background of these higher echelons of parliament we can easily predict that knowledge and education are the least of their concerns. We want to improve trade then again firstly we have to produce something. We want to improve health facilities; we need doctors. We want strong defence then educate your people because they would design and develop sophisticated equipment.

Higher Education Commission is working on status quo basis as after 18th amendment education is a provincial subject. Thus its very existence is yet to be justified constitutionally. Bloggers, writers, tv anchors , students who ever can raise their voice in an organized manner ,this is a matter of our national security in contemporary world in which we are living in. HEC funding should not only be restarted but it should be quadrupled. Policy makers should realize one thing that when someone tells about reducing budget deficit then they mean by cutting non development budget like protocols, foreign visits etc and not to destroy the base of development.
